Here the the correct answer is the Immigration Act of 1924 or as it is also known Johnson-Reed Act.

This act limited number of new immigrants, who would be admitted on the yearly basis, to 2% of the already existing US population, as determined by the 1890 census. This is a really low number and a decrease considering that the previous quota was 3% of the population.
