If 3x = -2y then when you move the -2 over to the left side it becomes positive but does the y remain a negative or does it become a positive?

In this case you cannot move only -2. Every numbers and variables that you only multiply or divide are treated as one thing. So here you have two terms 3x and 2y (-2 is only a part of something bigger) and you can write:

[tex]3x = -2y\\\\3x+2y=0\\\\2y=-3x\\\\0=-3x-2y[/tex]
