The first one is not a question. Rather it is the parameters in which the second question exists.

This is because the likelihood of a point being within 2 SDs of the mean is 99.7%. This leaves .15 above and .15 below that curve. Given that we are looking from the mean (50%) and the upper limit with the exception of that .15, we would get the answer above.
