I believe the answer is: it is the least regulated form of business organization
In a sole proprietorship, there is only one shareholder that would be either benefited or hurt from the business, which make it very much less regulated compared to public companies that have many shareholders.
This less regulation allows sole proprietorship to do less complicated financing statement.
