Robber barons is a term that was uxed to describe people who were able to amass great richess with their entrepreneurial cunning. Capitals of industry describes the same people but from a different perspective. It's very likely that the people who were talking about them were from different spheres of social life. It's more likely that the capitals of industry is more accurate.
