   Your cousin sends money to a friend, I mean like that does involve one person doing the action, though it isn't influencing the government because it is going to your friend, the government doesnt know about what your doing.

    Your neighbor writes a letter to the mayor about the city's streetlights. I mean like it does involve one person, AND it is someone writing to your local government about the streetlights. So, it is influencing the local government to fix them, though others should complain about it also before they do it. They also have to find solutions. So, this could be a possible answer.

   An animal rights organization supports new laws for animal health care. I mean, this does influence the government, but shouldn't the state already have know about the situtation and is already taking care of the problem, which is why we have animal hospital's, animal shelters to help take care of them, and even provide food resources and water resources. So, some government officials would think that the state is responsible for this as long as the federal government provides money. Meaning, this POSSIBLY isnt an answer.

    A television station airs a speech by a candidate for an election position. This doesn't influence an official because it is just someone trying to convince to being elected, but this is not influencing anything. Meaning that this is not an answer.
