Alexander III did not dissolve the Duma, the Duma was not formed until 1906, in the reign of Nicholas II - Alexander died in 1894.
Alexander subordinated the municipal dumas - like city councils and law courts combines - to the local and regional governors, in the same way that the rural equivalent, the zemstvos were. The municipal dumas were subordinated, not dissolved, in order to that the Tsar had more control of the country.
