She saw the juvenile justice system in her states basically only treating the young juvenile as an outcast without any regards on what's going happen to them when they get out. 
The children defense fund helped the juvenile by focusing on re-motivating and re-learning  (teaching the juvenile several marketable skills) rather than focussing on the punishment of their actions
