Mark is gluing a ribbon around the sides of a picture frame.the frame is 11 inches long and 7 inches wide. How much ribbon does mark need ?

11+11+7+7= 36

With a rectangle, the other side is 11 inches and the other side again is 7 inches. The two sides are the same length.
Since a rectangle is not all equal, but does have four sides, to find the perimeter you must add 11+11+7+7
