By spending, we mean to disburse, or spend or money and resources. By uncontrollable, we mean unmanageable or undisciplined. “Uncontrollable spending” however is not completely accurate when we refer to entitlements. entitlement IS the state or condition of being entitled. By law or contract, a person has a right to benefits to a government program. There is mandatory spending when it comes to entitlements like Social Security, Medicare and the Congress usually appropriates funds for this entitlement. It becomes uncontrollable spending because of the changes in the number of people who qualifies for what benefits.
