 Agriculture  was  technologically  underdeveloped  and  remained  in  the  hands  of  serfs  and  state  peasants.  they  were  large  estate  which  accounted  for  about  20%  of  all  farmland  but  few  of  them  were  worked  as large  scale  unit.
