For the purposes of this discussion, a neuromuscular junction is a synapse between a motor neuron and a skeletal muscle. 
The correct order of a signal being transmitted across a neuromuscular junction is as follows:1. The brain must first send the signal to the muscle that it must move.2. The muscle must then be stimulated by a motor neuron. In other words, the stimulatory impulse must travel from the motor neuron  to the muscle via the synapse. 
If the command or signal is correctly sent and received via the neuromuscular junction, the muscle will move otherwise the muscle will not move as the brain signal indicated.
