The Three Governors Controversy is the correct answer. In 1946 Eugene Talmadge won the Governorship in Georgia, but died before inauguration. In anticipation of his death supporters wrote in his son's name (Herman). However, recent changes to the Georgia Constitution created a system to replace a Governor with the Lt. Governor. However, the amendment did not specify what to do if the Governor-elect was unable to assume the position. To make matters worse the current Governor refused to leave office.
