There is no one citizen , elected official, group or governmental branch that has power or authority greater than the Constitution. The Constitution stands as the Supreme Law of the land and has several provisions that prevent any one person or group from gaining to much power. The Constitution divides government into 3 branches and created a system of checks and balances to prevent any one of those branches from gaining to much power. The legislative branch makes laws but the President can veto those made by Congress and the Courts can rule a law unconstitutional.
