Which submit to its Office of the Federal Register for processing and publication. The OFR ads legislative history notes and they send it to the states for their consideration.

  The governor of each state must submit the amendment to their State legislature for its ratification. If three-fourths of the states ratified the amendment it becomes part of the Constitution.
