Hobbes view is based on his conception of human nature (selfish and destructive), yet recognizing that people within a government share obligations

The role of the Leviathan, is to grant rights of people and if it fails to do so, neglecting its duty to the peoples, then there is a right not to follow or overthrow the government.

A social contract emerges then as people give up their natural rights obtaining law and order, and government, in turn, provides grants of fundamentals rights of people.
