It was a federal legislation for protecting the families and individuals from discrimination in the matters of sale, rental, financing and advertising etc. This act was amended in 1988 and prohibited discrimination on basis of religion, sec, family status and national origin. It was presented to congress in 1966 for addressing the issues of racial discrimination in renting and sales of housing, but it failed to get the support. Martin Luther King, Jr supported it. And after his death President Johnson got it passes by the congress as a memorial for King.
