You should consider both how many each person sold and how many each person worked. You wouldn't pay the person with the most hours most if they sold the least amount of roses same if it the other way around. So you would have to find an in between, perhaps whomever came the closest with the best stats for both would get paid the best. You would need to consider that the roses are the items being sold not the hours, that's how profit i being made.
