The Schuman Plan was proposed in 1950.

It was proposed by the Minister of Foreign Affairs of France, Robert Schuman.

It proposed that a united Europe could contribute to world peace, through concrete achievements. The European Commission recognizes this declaration as the birth of the European Union, by proposing that the coal and steel of Germany (that is, of the German Federal Republic) and France (and the other countries that adhere) be submitted to a joint administration.
