The President has no energy to delegate or supplant officials in the United States. Doing as such would be viewed as an unmistakable infringement of the constitution's commanded partition of forces. Just Congress may practice administrative power, and lawmakers are picked either by race or transitory arrangement (on account of the Senate). There is no other system for making a Congress. Expulsion from Congress is confined to either the finish of a congressional term (2 years in the House, 6 years in the Senate) or indictment by Congress itself.
