You must take into account the chance that they did not read it, however remote that probability may seem (spam filter, one of hundreds of unread emails, mailbox full, bounced, etc.). Most likely, the receiver is ignoring you, but if you confront them or express your irritation, they're not going to take it well.
Everyone becomes busy. Everyone, I'm sure, has engaged in similar behavior at some point or another. I believe the best method to get a reaction is to "gently push" for it.
I would forwards the original email with the brief note, "Just following up... [followed by a request to respond when convenient]," omitting any mention of the non-response.
