Although many different chemicals have the potential to explode, only a very small portion of them are created specifically to be used as explosives. The remaining items are inappropriate because they are unsuitable due to their danger, fragility, toxicity, cost, instability, or propensity for rapid degradation.
As a result, more explosive devices are placed specifically to target people and responders/staff because terrorists want to undermine response efforts and cause panic and fear among civilians.
