This way they get financial benefits while the other person is saddled with the bill of paying for these benefits.

Some ways that people's identity can be stolen include when they throw away documents that have their personal information before shredding them. They can also get their details stolen when they clink on links to fake companies that then read their data. Finally, weak passwords can allow a hacker to access a person's details.
