When summoned into the actual service of the United States, the President shall be Commander in Chief of the Army, Navy, and Militia of the various States; he may request the written opinion of the Principal Officer in each of the Executive Departments. In accordance with the Constitution, the President has the authority to issue pardons and reprieves, command the armed forces, request the written advice of the Cabinet, convene or adjourn Congress, and welcome diplomats.
