In the year 1865, on March 3, the Congress passed An Act to establish Bureau for the Relief of Freedmen and Refugees. This act was passed in order to provide food, shelter, refuge, clothing, medical services, and land to displaced Southerners, including the African Americans who were newly freed.

Eventually it catered to the needs of both black and white refugees in the south. It also made attempts to settle former slaves on the lands that were confiscated or abandoned during the war, and also provided legal help to these people.
