Both sides of the structure has equal water level due to its movement through a semi-permeable membrane.

The water level will be equal on both sides once equilibrium is reached because water can moves through a semi-permeable membrane whereas the concentration of sugar is unequal due to its inability to move through a semi-permeable membrane. In the U shaped structure, the height of water level is the same on both sides so we can conclude that same water level occurs on both sides of the U shaped structure.
