Nitrogen oxides are produced from the reaction of nitrogen and oxygen gases in the air since nitrogen comes from lighting naturally.
These two elements combined together form combustion; especially at elevated temperatures. However at normal temperatures, oxygen and nitrogen gases do not react together. In huge populated areas nitrogen oxides are produced from fuel gas... For example the cars we use or the power plants would be this process.
