I would appreciate the Assyrians for running an empire the most for their highly organized government for controlling captured lands can keep any conspirators from seizing the land back. And by cruelly capturing peoples, the enemy would know not to mess with ( us ) and we would build our empire further!
If your wanted answer is the Persians :
Their absolute monarchy can keep the king all in control. We can make request and no one could oppose if the king agrees. No coup can happen since it's an absolute monarchy and when the king sentences them to death, they die. We could grow our economy steadily with Persian empire running.
( Seriously it hard for me to write anything for the Persians... but yep )
