The correct answer is option B. "That it has not done enough to truly represent the people". Henry David Thoreau was an American essayist that published "Resistance to Civil Government" ( also known as Civil Disobedience) in 1849. In this essay Thoreau was disgusted in part for the events that led to the Mexican-American War, and the effects of slavery. At the end, he concludes that the government has don't do enough to represent the people and that indivuals must not allow that government overruled them.
