This was done to prevent the abuse of power and this separation of powers is related with system of checks and balances. The President of United States can exercise a check over Congress by using his power to Veto bills but on the other hand, Congress has the power to override any veto but it should have two third of the majority to do that in both the houses. If booth the houses of the Congress do not agree on the date of adjournment then the President has power to settle the dispute. The President is the commander in Chief of security forces of United States. He has all the rights to command the security forces and give them go ahead with military action in crisis. But congress has power to Declare War and along with that, Congress has power to raise, fund and maintain armed forces. Congress also has all the authorities to implement laws related to military forces and also congress votes for the military general appointed by President and only after voting he can join his office.
