Base's chemical characteristics:
1) BASW ( Base reacts with Acid to form Salt and Water)
2) Ability to turn moist red litmus paper blue due to its basic properties. (pH>7)
3) IMPORTANTLY is that it dissociate Into OH- ions or hydroxide ion when dissolved in water! (For alkali)

Alkali is SOLUBLE salt. Most bases are insoluble.
