Ocean water is colder at poles because there sun rays fall in slanting motion, giving less amount of heat.

But on equator and equatorial region, sun rays are Straight and fall directly over it, giving more amount of heat than that on poles.

At the equator, the sun not only warms the surface of the ocean, but it causes water to evaporate quicker.As mentioned before, surface currents that form near the equator travel toward the poles and heat the land they pass. As the ocean loses heat in the far north, the water gets colder and colder.
