No they shouldn’t because they are mentally ill which means they should be in hospitals they are meant for them. Even though there criminals doesn’t mean they should be punished like other criminals. They are mentally ill do they should get there treatment:

Yes, I think Those people should go to Jail or Be punished. I think this because it is starting to affect our everyday life, like it is killing humans and hurting innocent people. For Example, El Chapo has killed 1,000's of people, innocent people. He is very mental and loves seeing dead bodies cause he is already used to it. So yes I do think they should be punished the same.
