Divide total length by cut length:

9 / 2/3

= (9 x 3)/2 = 27/2 = 13.5

He can cut 13 pieces

If mike made a 9 inch sub divided into 3 he would be able to make 3 because 3x3 is 9 so if he wanted to cut into 2/3 of the sub he would have 6 inches of sun and three inches leftover.
