This was an informal pact between the United States and Japan, whereby the U.S. would not impose restriction on Japanese immigration, and Japan would not allow further emigration to the U.S. It lasted from 1907 to 1924.
It is the Gentlemen´s Agreement of 1907. It goal was to reduce tensions between the United States and Japan around the issue of migration; there have been incidents of anti-Japanese nativism in the early years of the 20th century. It had an informal character. Japan would not allow more Japanese emigration to the USA and Washington would not restrict Japanese immigration. Congress never approved it. The 1924 Immigration Act meant the end of the accord.
