Officer, I admit I was driving 140 mph on this congested highway, but I don't deserve a speeding ticket. There is no speed limit on this highway, and the law requires only that vehicles be driven "at a safe speed," which, for me, is well over 140 mph. Also, I apologize for not pulling over sooner. I was talking on my cell phone and didn't hear your siren.

Driving at `140mph is above any normal speed limit. Although each state has its speed limit on high ways not more than 100-130mph. this person was at 140mph which is fast on highways.

The second offence was, he didn't pull over on time which gave a bad impression  to the officers. The officers are right to hand him a ticket for speeding and they were lenient.
