Generally, non-metals are electronegative in nature and smaller is the size of a non-metal more will be its electronegativity.

For example, fluorine is the most electronegative element of the periodic table.

Hence, the attraction an oxygen atom has for the electrons in a chemical bond is also electronegativity because oxygen atom wants to attain stability. Therefore, it is attracting the electrons in a chemical bond.

Thus, we can conclude that electronegativity is used to describe the attraction that an oxygen atom has for the electrons in a chemical bond.
