This would also be known as the committed information rate (CIR being the abbreviated term)

A committed information rate is relating to the bandwidth, and that is shown by "bits per second."

This method is mostly used in networks that involve frame relay. This is known to be permanent partners with the (PVC), or Permanent Virtual Circuit). This is known to be in WAN links, since it is joining networks together, typically two or more. "WAN" is also known as a Wide Area Network. This connection is  very important because this gives you video signals that allow videos to be displayed, especially when you and another group of people or person is in different locations.. The whole "software" works pretty quickly to get the visuals out.
