First let's put the equation into slope-intercept form...

y= mx + b

4x - 2y = -12
-2y = -4x - 12
y = 2x + 6

In this form, the y intercept is represented by b (in this case 6).

Now if we set y = to zero in the equation, that will give us the x intercept...

0= 2x + 6
-6 = 2x
-3 = x
