Belgium was neutral during WWI.  Britain was scared that if Germany ruled Belgium, they would be a threat to their country.  Once Germany attacked France by going through Belgium, Britain couldn't ignore Germany's actions anymore.  Britain decalred war on Germany because of their actions.
