Harold Ickes was in agreement with Rexford Guy Tugwell, an economist who worked in Franklin Roosevelt's presidential administration and was part of FDR's first "Brain Trust" (a group of academics who advised policies for FDR's New Deal). The "Brain Trust" helped Roosevelt overcome the Great Depression of the 1930s.
