The answer is c. usually remained strictly neutral, refusing to mediate the disputes. The U.S. has always maintained a neutral policy.  Still it could not ignore the aggression of the Germans and their allies.  The sinking of U.S. ships and the interception of the Zimmerman telegram led to the U.S. joining the war.
