The National Response Framework:
a. Is based on the premise that governments have sole responsibility for responding to major emergencies.
b. Mandates that the private-sector entities responsible for critical infrastructure and key resources develop and exercise contingency plans.
c. Is intended to provide guidance for the whole community.
d. Is designed to be implemented only for catastrophic incidents, since local resources are usually sufficient in smaller emergencies.
