This statement is said by Antinous, one of the suitors who wants Penelope's hand in marriage. He is at Odysseus' house, while Odysseus is disguised as a beggar. Antinous is a mean-spirited, rude person and he tries to attack the beggar, which is what motivates him to say these words. Antinous is eventually the first of the suitors to be killed. He is slain by an arrow to the throat shot by Odysseus.
